Meeting with Dept. of Health
I met in Spokane, Washington, with Steve Wert, Craig Riley and Lisa Brown of DOH to discuss Roosevelt and Klickitat water projects. The results of this meeting are detailed below.

Water Sampling Testing Requirements
All water systems were tested this month for nitrates; EDB and DBCP as federally mandated. The results are expected by the end of this year. In 1999, the Consumer Confidence Reports (CCR) are required to be available to our customers that identify the testing results and health impact to the public. Some Centerville residents on private well systems have tested positive for nitrates and we have been receiving inquiries from the public on the PUD wells.

Roosevelt Water and Sewer Systems
The meeting with the Dept. of Health and Steve Wert, an independent soils analyst, proved successful in that the DOH has granted permission to build the sewer system on the drainfield site. The next item on the critical path is to secure a formal lease arrangement with Bob Harris of Harris Farms. I intend to lease a mobile office for installation at the existing water plant, which will allow design work and oversight to be done at the project itself. Design work is proceeding at full speed on this project, and I am working toward spending 80% of my time on design, management and construction inspection.

Ponderosa Park Water System
Residents located in the central part of the water system have been experiencing pressure problems. Doug Miller has spent a substantial amount of time trying to track this intermittent pressure fluctuation, including logging and rotation of a pressure recorder, adjustments to various valves, etc. The adjustments have allowed for increased pressure at the homes, however, it is causing additional high pressure problems in other areas. We are studying the long-term solution to this and will provide a copy of our written report to the Dept. of Health when available.

Lyle Water System
Doug and Howard completed the installation of three fire hydrants last month.

Glenwood Water System
The groundwater monitoring of the McCumber Springs is complete and the results of that study have been mailed to the Department of Heath. A copy of that study is available for the Board, if they would like to see it.

Rimrock Water System
The testing of the Vogt well may have to be postponed until next spring due to the unusually wet weather making access to the well difficult. Mr. Vogt has indicated that the pump is not wired and the control panel is in his home, leading him to concerns that the generator we use to operate the pump will damage it. I will be meeting with the Home Owners Association on December 3.

Klickitat Water and Sewer Systems
Water System
Roy Brickman of Talmo, Inc. has given us the okay to purchase the property that the proposed wells are located on. I spoke with Craig Riley of DOH, and he indicated that all we need to do is mail him standard specs on what we propose to do. I am anticipating this to be accomplished within the next several weeks. Unfortunately, the recent wet weather makes any construction during this period dubious. I have an estimate of the work to be accomplished in what I call Schedule B (attached). The total for this schedule is $183,696, including engineering, contingency, etc.
Sewer System
I met with Rick Pimley and Glen Humphrey to review and discuss different methods of providing power during outages or flood conditions and ways of providing a backup generator to be installed as well as the possibility of utilizing the backup generators at another plant on an emergency basis. I have been reviewing information received from vendors concerning sizing and requirements of generators and will make a recommendation shortly. We will be seeking prices in the next two weeks on the FEMA sewer pumps, generator, and other materials. Brian and/or Paul Enwards will be issuing PO's for the low bidders.
