Water and Sewer System Report - July 1999

Roosevelt Water and Sewer Systems
Meeting with Developer and County A meeting has been scheduled for August 3, 1999, at the Goldendale PUD office. The proposed attendees are Rabanco, Harris Farms, County Commissioners, County Staff, Randy Knowles, Nancy Randall, Bert Sheets and myself. The purpose of the meeting is to determine if the desire exists to develop the full 100 services outlined in the original grant requests. There must be a way to ensure repayment of the public works trust fund loans with the new customer base.
Reservoir Construction The reservoir has been filled and tested. It appears that all construction has been satisfactory. Final pay request and recommendation of acceptance will occur in August.
Regulatory Issues I spoke to Dan Sanders regarding approval to proceed on the water improvements prior to receipt of approval through DOE on the water rights. Dan believes this issue will not be a significant problem.
Water Plan We have verbally received a two month extension on the submission of our final water plan to the DOH.
Water Construction Documents After the Water Plan is approved, the construction documents must be sent in for DOH approval. This process may delay final approval another 60 days, if DOH has their standard time, and the cost to review will be several hundred dollars more.
Sewer Plan and Construction Documents I met with Kim Sherwood of the DOE on site to review options and approval schedules for a waste water treatment system. Kim believes that the best option for the PUD is a non-overflow lagoon. The existing lagoons would be re-lined and a new evaporative lagoon cell would be constructed on the 23-acre parcel from Harris Farms.

Ponderosa Park Water System
Several leaks in valve boxes have necessitated the hiring of a backhoe to dig up the services for repair. This is tentatively scheduled for sometime next. There also is low water pressure at the Red Cedar System due to the demand on the water system during this hot weather. Growth is occurring in the Park and we will be adding 2-3 new services next month.

Lyle Water and Sewer Systems
Water System Rick Pimley has determined the cause of the fuses burning out at the upper well service panel and we have scheduled an electrician to do the repair once the parts have arrived.
Sewer System Tom Reinerth, a local developer, is interested in developing a parcel east of Glenwood Avenue and north of Keasey Avenue. This is located within the PUD service area and we will be in communication with him on what is required for a new development, including connection fees.

Glenwood Water System We moved several water services at the request of the Klickitat Road department. This was due to the widening of the road on Troh Lane. Howard and Doug have spent 4 days with this relocation project and replaced 2 of the water meters.

Rimrock Water System Mark Yinger has completed his initial well search and area study. I will be presenting additional information to you on this as it is received from Mark. A fire near the Rimrock area last week threatened the wooden reservoir. A small fire trail was dug around the reservoir to protect from damage.

Klickitat Water and Sewer Systems
Water System
Klickitat Canyon Days went smoothly last weekend. We are planning on repairing valves in the water treatment plant before fall.
Sewer System
Completion of the FEMA project has been granted to Sept. 30th. We anticipate delivery of the generator by September. Doug Miller will complete the remaining field work this week.

Wishram Sewer System
We have had several system plugs at the lift station park. It was discovered that syringes with needles were in the wet well. The local department of health has been notified along with the sheriff's office at the request of the health department. We have purchased new pumps and anticipate installation within the next month.
