Landlord Policy

(Implementation of Policy Bulletin No. 7)

To encourage the landlord to help reduce the PUD's costs, the following "Landlord Policy" will be applied:

A landlord is the owner or other responsible party for apartments, homes, and other rental properties, that assumes the responsibility for billings between tenants. As long as the landlord has signed the agreement with the PUD prior to the account being removed from the name of the tenant, the landlord will be responsible for any usage on the meter between tenants. The following will apply in determining charges owed:

  1. There will be no account set up fee.
  2. The monthly basic charge will not apply as long as there is no usage on the meter for a period of time not to exceed six (6) consecutive months.
  3. In any billing period where there are utilities used, the landlord will be billed in accordance with the current rate schedule. If there is any water usage the sewer charge will also be billed.
  4. Water/Sewer standby charges will be charged to the landlord when applicable.
  5. Due to the unique features of the Landlord Policy, meter readings are imperative. If the landlord on a rural account fails to read the meter and turn in the reading, the Landlord Policy will no longer apply to that account.

If the landlord has not assumed the responsibility for usage between tenants and later wants the service turned on, he will be charged an account set up fee, and the monthly basic fee will apply.


I have read the Landlord Policy and agree to abide with the conditions. If the property is sold, I will be responsible for the PUD bill until I have notified the PUD in writing of the sale.
