It works like this:
Stop by either PUD office and pay whatever amount you want on any PUD customer's account. We'll give you an attractive gift certificate you can present to the lucky recipients and your payment will show up as a credit on their bill. Or, you can give the gift anonymously and we'll send the certificate for you!

Either way, the amount you give means a reduction in their power bill, and that's always a welcome gift.
