| What PUDs Are and How They Work Boards of Commissioners
PUDs are governed by commissioners elected by the residents of the PUD. Most PUDs have three commissioners, but some of the PUDs with their own large dams, like Grant and Chelan, have five. Commissioners serve for six-year terms, and one is elected at the general election in even-numbered years. Candidates for PUD commissioner must be registered voters of the commission district they seek to represent. PUD commissioners are elected by majority vote for staggered six-year terms, so one of them is up for election every two years. There is a commissioner from each district in the county, but in the general election they must run county-wide, similar to the county commissioners. If you are a registered voter, you have likely seen the names of our commissioners: Randy Knowles represents District 1, the area from around Lyle west; Ray Mosbrucker represents District 2, from Goldendale west to Lyle; and Dan Gunkel serves District 3, from Goldendale east. Dan has been a commissioner since 1991, Randy since 1995, and Ray since 2005 The duties, responsibilities, powers and compensation for the PUD commissioners are established by state law. The elected commissioners are the ultimate policy makers for the PUD. Decisions are by majority vote. Most PUDs have commission meetings every two weeks. Klickitat PUD meets on the second and fourth Tuesdays of each month at 2:00 p.m. in Goldendale. The public is always welcome to attend and comment on topics on the board’s agenda. You can find out what will be on the meeting agenda by contacting Kathy, the PUD’s executive secretary, at 773-7606 or 800-548-8357. She would be happy to send you a copy of any meeting particulars. Working with Kathy, anyone can get placed on the PUD board agenda to discuss any item of PUD business.
